In this panel, we will ask how the new administration might impact health care in three, rich ways: 1) What impact will potential health care reform have on all types of organizations in the health care landscape? 2) What challenges will payors, providers, employers, and local government agencies face in light of reform? And 3) How are these organizations are preparing for these near-term and long-term changes?

Will Dow, Associate Professor, Health Economics, UC Berkeley School of Public Health
Professor Dow is an Associate Professor of Health Economics and
Chair of the Health Services and Policy Analysis PhD Program at
the UC Berkeley School of Public Health. Professor Dow’s research
analyzes economic aspects of health insurance, health behaviors, and
health and demographic outcomes. Professor Dow received his PhD
in Economics from Yale University and his B.A. in Economics from Cornell University.
Thomas Epstein, Vice President, Public Affairs, Blue Shield of California
Tom Epstein is Vice President, Public Affairs of Blue Shield of California. He oversees government relations, corporate
communications, and philanthropy. He helped devise and launch
Blue Shield’s well received proposal for universal healthcare coverage.
Mr. Epstein earned a J.D. from UCLA School of Law and a bachelor’s
degree in economics from the Wharton School of the University of Pennsylvania.
Diane Stewart, Director of Performance Improvement, Pacific Business Group on Health
Diane Stewart, Director of Performance Improvement, joined PBGH in January 2001. Ms. Stewart directs PBGH’s health care improvement initiative - California Quality Collaborative. Prior to joining PBGH, Ms.
Stewart was Director of Quality and Planning at the Palo Alto Medical
Foundation. Ms. Stewart received a BA in Biology from Dartmouth College and an MBA from the Yale School of Management.
Wendy Jameson, Director, California Health Care Safety Net Institute
Wendy Jameson, MPH/MPP, has served as the Director of the California Health Care Safety Net Institute since its inception in 1999.
Prior to launching the Safety Net Institute, Ms. Jameson served
for four years as a senior health policy specialist at the California
Association of Public Hospitals and Health Systems (CAPH). Ms.
Jameson holds the degrees of MPH/MPP from UC Berkeley.
Marian Mulkey, Senior Program Officer, California Healthcare Foundation
Marian Mulkey leads CHCF’s portfolio of work to inform the design of California coverage expansion policy proposals and to communicate their potential impact. Prior to joining CHCF, Ms. Mulkey worked as an independent health policy consultant and at Kaiser Foundation Health Plan. Ms. Mulkey received a bachelor’s degree in biology
and economics from Reed College and master’s degrees in public
policy and public health from UC Berkeley.
