The Future of Healthcare IT: The Electronic Health Record vs. the Personal Health Record

Electronic Health Records, developed for the complex hospital and provider setting, have enjoyed significant investment in recent years, but the technology remains plagued by challenges with functionality and interoperability.   Personal Health Records, designed for use by individual patient consumers, have made one of the most innovative big splashes in healthcare IT history.  PHR's are backed by information industry power players, including Microsoft and Google.  As our nation looks to invest in healthcare information technology under the Obama administration, we will explore barriers to success and unique advantages of each technology.  We will also seek to understand: what is the primary goal of information technology in healthcare -- to increase efficiency in the system? To improve patient care quality? To make it easier for patients to access the right care at the right time?  Which consumers are best positioned to drive to this goal?  What challenges or opportunities for integration lie on the horizon?
